Police arrested a man after neighbors found a child wandering around barefoot in Harrison County early Wednesday morning.

Police say social services took a 2-year-old and 3-year-old into protective custody after one of the children was found wandering around outside of a home on Midnight Court around 8 a.m. The toddler was not wearing shoes or socks, and the temperature was well below freezing.

Police say when officers arrived at the house, a second child was asleep inside and no adults were around. The children's father, Timothy Bound, showed up a short time later and police arrested him.

The girls were taken to Harrison Memorial Hospital to be checked out.
