State Publicly Files Lethal Injection Protocol

(AP) - A condemned inmate in Kentucky could receive two doses of a lethal three-drug cocktail or a pair of jolts of up to 2,400 volts of electricity under the state's execution protocol, which was released publicly for the first time.
     
The state released the protocol in Frankfort on Tuesday weeks after the state's high court ruled 4-3 that Kentucky didn't properly adopt the protocol and barred any executions until the method was redone.
     
The ruling didn't challenge the technique that has passed U.S. Supreme Court scrutiny and is used by dozens of other states. State officials will not appeal that ruling.
     
The protocol will opened to public comment in January.
