Police made a second arrest in a 2011 kidnapping and rape case on Tuesday.

Investigators say two men forced a woman into the back of a van in the area of Winchester Road and Seventh Street back in May of 2011. The two suspects drove the victim out of town, and one of the men sexually assaulted her. She managed to open the van door and jump from the moving vehicle.

Police arrested Juan Arredondo a few hours later and charged him with kidnapping and rape.

On Tuesday, officers in Winchester arrested Jose Refugio Ramirez, 32, and charged him with kidnapping. Investigators say he was driving the van.
