Footage Appears To Show RECC President Taking Petition Calling For His Replacement

JOHNSON COUNTY, Ky. (EKB News) -- A petition calling for the replacement of leadership for the Big Sandy Rural Electric Cooperative Corporation went missing from the Johnson County store where it was posted.

East Kentucky Broadcasting began an investigation into the story and uncovered some footage that appeared to show RECC president David Estepp pocketing the document and leaving the store.

The petition had been gathering signatures for two-weeks at Wildcat Grocery in Flat Gap. J.C Fyffe told EKB that the paper had received 73 signatures. Fyffe's daughter noticed Monday that the paper had been stolen. She managed to get the license plate of the person she had believed had taken the document. 

After reviewing the surveillance footage, Fyffe was stunned to see that it appeared to be the subject of the petition, David Estepp, slipping the paper into his pocket and leaving the store.

After word of the theft spread through Johnson County, Estepp returned the petition to their sheriff's office. He explained to authorities that he didn't believe that he was stealing the petition. He only wanted to make a copy of it.

The petition was returned to the grocery store. Estepp has not yet made comment to EKB News.
