Video Shows State Trooper Hit Man, KSP Says More To Story

ROCKCASTLE COUNTY, Ky (LEX 18) A video circulating on social media shows a state trooper punching a man who was later arrested.

Witnesses say that Joshua Vanwinkle was holding a cell phone in his hand when Trooper Scott Pennington with the state police post out of London asked for his phone. Those who were there tell LEX 18 that Vanwinkle was trying to call his girlfriend.

The video footage shows the trooper punching Vanwinkle. Off camera, witnesses say that Pennington kicked Vanwinkle in the head. The scene unfolded around 3:30 p.m. Wednesday evening at Woodall's Auto Repair and Junkyard in Brodhead.

State Police say that Pennington and another trooper were there to investigate a complaint of stolen property when Vanwinkle and two others ran from them. The business's owner believes the police crossed the line.

“There was no resisting whatsoever there, he just took a hind end whipping is what it looked like to me,” said witness Franky Woodall.

Trooper Lloyd Cochran says that people need to wait until the full story comes out and don't jump to conclusions. State Police say the incident is under investigation and that the video doesn't tell the whole story. They say that Vanwinkle was resistant to police and that other things happened off-screen before coming into frame.

Vanwinkle has been charged with fleeing and resisting arrest.

Police say the woman was trying to get into a home on Jessamine Drive about 4:45 a.m. The homeowner refused to let the woman in and called police. Laurel County Sheriff John Root said two cars crashed on KY 30 about five miles north of London shortly after 3:30 a.m. Deputies said 21-year-old Riley Parker of Tyner was driving a pick-up truck when it collided with a 17-year-old female's car.
