Prisoner Escapes Franklin County Regional Jail

FRANKLIN COUNTY, Ky. (The State Journal)-- A man escaped the Franklin County Regional Jail last week by posing as another inmate who was set to be released on bond, Jailer Rick Rogers told The State Journal on Tuesday.

Gregory Bowling, 44, of Manchester, was “inadvertently released” on Thursday at about 3 p.m., Rogers wrote in an email statement. He was discovered missing when he failed to show for the jail’s daily 5 p.m. head count that same day.

“Hey, we had a bad day,” Rogers said in an interview. “We had a failure. We should have caught him.”

Rogers declined to identify the inmate Bowling impersonated, but the jailer said he did not believe he had conspired with Bowling. The jail, which went on lockdown after the escape, is now examining release procedures to find out how the mistake could have occurred.

Law enforcement was notified “soon” after the discovery, according to Rogers. The Frankfort Police Department, however, has no internal record of that notification, according to spokesman Capt. Chris Quire, and Franklin County Sheriff Pat Melton declined to provide an exact time for when his office was notified. The jail did not notify the press until a day after The State Journal inquired by email on Monday.

Meanwhile, authorities are still looking for Bowling.

“We don’t suspect he’s around here at all,” Franklin County Sheriff Pat Melton told The State Journal. “I’m sure he’s down in Clay County somewhere.”

Melton promised his office would be “vigilant” regardless.

Bowling is wanted on a charge of second-degree escape, a Class D felony. He was being held on Clay County charges of failure to appear on first-degree possession of a controlled substance, also a Class D felony.
