Volunteers Check Up On Outside Pets

SCOTT COUNTY, Ky. (LEX 18) — The freezing temperatures can be very dangerous for chained-up pets, so one volunteer group spent the day checking on the animals out in the cold and offering to help their owners.

With a van filled with clean straw, food, and fresh water, volunteers with Speak Out And Rescue checked up on several pets New Year's Day. 

"We're just trying to give assistance, giving out straw, trying to educate people on the dangers of keeping dogs out in this weather," said SOAR President Tracy Miller.

The group typically finds out about the dogs through tips from people who have spotted the animals, but volunteers say that because of weak laws protecting the animals, there's not much they can do. 

"It's not only the owners' fault, but our city officials' fault, our lawmakers' fault for not passing something and allowing this abuse to go on, because it is abuse. It's cruel," Miller said.

The group said that one thing Fayette County requires in the cold is straw for the animals. They offer owners straw that volunteers will put down for free, but often times, they're rejected.

"People will actually tell us that their dogs like being out in this weather, they're not house-trained so they put them outside. People tell us they love their dogs but love doesn't do this," Miller told LEX 18.
