Ky. Begins Court-Ordered Foster Payments To Certain Relatives, Family Friends

Posted: Updated:

FRANKFORT, Ky. (LEX 18) — Kentucky is moving to provide court-ordered financial assistance to certain relatives and close family friends who provide foster care.

The Kentucky Cabinet for Health and Family Services said Tuesday morning it is beginning to provide payments "to eligible relative and fictive kin caregivers." The term "fictive kin" refers to close family friends.

The move comes in response to a federal court ruling last year by the U.S. 6th Circuit Court of Appeals.

CHFS says the average payment is $750 per month for each child. The agency's Department for Community Based Services says the change will apply to nearly 1,600 children in fiscal year 2019, with assistance payments totaling about $14.3 million. It estimates that would jump to about 1,700 children and $15.3 million the following fiscal year.

Caregivers can contact the CHFS Kinship Support Hotline at 877-565-5608 or email: DCBSChildProtection@ky.gov.

FRANKFORT, Ky. (LEX 18) — Appearing on "The Brian Thomas Show" Tuesday morning, Gov. Matt Bevin referred opponents of pension reform as "drowning victims" who need to be "knocked out" for their own good. The governor was talking about the battle he has fought over Senate Bill 151. He told Thomas that the pension system had to be saved, but it was difficult when those affected by the bill continued to fight him.
