Fraternal Order Of Police Want City Council To Investigate Jail Incident

LEXINGTON, Ky (LEX 18) Last month, three employees at the Lexington- Fayette County Jail smelled a strong scent of alcohol allegedly coming from the jail's second in command. A group representing some of those employees filed a formal complaint but they say no action has been taken against the officer. Now, the group wants the city council to investigate. 

Paperwork, policies, and operational orders are what keep the Lexington-Fayette County Jail running properly.

"We live and die on those operational orders, so if anything happens here - there's an operational order that says here's how you dot your i's and cross your t's," said Chaplain Frank Firestone.

The Fraternal Order of Police Town Branch lodge number 83 represents some of the jail's officers. They say that the rules were not followed on February 2. The group filed a formal request for an investigation. The request says that on January 17, one of the jail's officers smelled the strong odor of alcohol coming from Assistant Director Jeff Carter.

In those statements, which were released by the city through an open records request, a corporal, a captain, and a major at the jail all submitted letters saying they smelled alcohol on Jeff Carter.

Normally, an employee whose breath smells like alcohol would be tested, as part of City Government's policy, but The Local Fraternal Order of Police said that didn't happen.

"Since those procedures were not followed, there was no evidence collected, even though there were witnesses to this supposed incident," said Firestone.

The city released five statements given by city employees saying that they did not smell alcohol on Jeff Carter. There were also two oral warning forums released. One was given to the major for not immediately reporting the situation and one to the jail's director for not following the drug and alcohol policy.

The group representing the Fraternal Order of Police say that this is not good enough.

“This is a morale thing. This is important that the rules apply to all of us,” he said. 

Earlier this month, Carter said he had no comment on the situation. LEX 18 reached out to him again Tuesday and was told he's out of town for the week.
