They arrived on scene and 20 minutes later, the father of the children arrived to unlock the door, telling officers he had just taken the mother to work.

Officers entered the residence and found a 2-year-old girl in just a diaper downstairs and a 1-year-old in just a diaper shut in an upstairs bedroom.

The father told officers he left to take 21-year-old Rachel Lush to work and a friend was supposed to be watching the children. When officers spoke with Lush, she admitted that they had made no child care arrangements.

Upon further inspection, officers noted that there was standing water in a bathtub, cleaning supplies scattered throughout the house, and a strong odor of marijuana.

Lush was arrested and Quamaine M. Garth were both arrested and charged with first-degree criminal abuse of a child 12 or under. Garth’s mugshot was not available on the Jessamine County Detention Center.

The children have been placed with family members by Child Protective Services.
