Police: Parents Lock Daughter With Fetal Alcohol Syndrome In Cage

RICHMOND, Ky. (LEX 18) – A welfare check led to two adults being arrested on charges of criminal abuse and unlawful imprisonment.

According to Richmond Police, officers responded to a home on Beechwood Drive. While there, a woman identified as Shannon Felix allowed investigators into the home, saying her daughter suffered from fetal alcohol syndrome.

Investigators noticed a strong odor of human fecal matter. They found the daughter locked in a large wooden cage. A toilet in the room was full of feces and urine. 

Felix told officers they kept the daughter locked up because she would get up in the middle of the night and wander around and they wanted to get some sleep. She also told officers that the bed had been "prescribed."

Their daughter is 18-years-old, police confirm.

Both, Shannon Felix and her husband Tito were arrested. Child Protective Services are involved in the case.
