SCOTT COUNTY, Ky. (LEX 18) – A Scott County animal rescue celebrated their 10 year anniversary on Saturday.

Speak Out And Rescue, also known as ‘SOAR’, commemorated the day by holding a reunion with dozens of former rescues and their families.

Founder Tracy Miller says it’s still surreal that something she started a decade ago has turned into so many successful adoptions.

She says most of these dogs were all chained or abused in some way before they were adopted.

“Our mission is dogs that live outside on chains or small pens. We rescue, we advocate,” said Miller.

Miller says she often sees a lot more bad than good with these dogs, but today was a great day.
