MOREHEAD, Ky. (Morehead News) — The mother of a 9-year-old boy who was swept away by floodwaters is suing the Morehead and the city's housing authority.

According to the Morehead News, Vontella Combs has filed a wrongful death suit naming the city and the city's housing authority. Combs' son, Bryce, drowned when he was swept into a sewer drain during a rainstorm in 2018.

It took a week for searchers to find his body.

The paper reports that the complaint alleges negligence and blames Bryce's death on an improperly designed storm drain system.

The lawsuit states that the specific design of the drainage system, called a low head dam structure, is a "drowning machine."
