LEXINGTON, Ky (LEX NEWS) — A Tennessee man who is listed as a registered sex offender has been arrested in connection with an alleged voyeurism incident at Fayette Mall in Lexington.
According to a criminal complaint filed in Fayette County District Court, Ty Jarrid Cline, 31, of Oliver Springs, Tennessee, is charged with video voyeurism, a felony under Kentucky law. Court records indicate a judge set a recommended $15,000 secured bond, with conditions including electronic monitoring and no contact with minors.
Investigators say the incident occurred July 31 at the H&M store inside Fayette Mall. A woman told police she was changing clothes in a fitting room when she allegedly saw a hand holding a cellphone extended over the wall of an adjacent stall while she was nearly nude. The woman alerted others, and witnesses confronted the suspect before he fled the store, according to the complaint.
Police said a second victim, a 14-year-old girl who was using a nearby fitting room, could not determine whether a camera had been pointed into her stall.
The complaint states that witnesses observed the suspect leave in a black GMC pickup truck. Investigators later identified the vehicle through its Tennessee registration and linked it to Cline. Police also reported obtaining surveillance images from the mall and identified Cline through his driver's license photograph.
The Tennessee Bureau of Investigation's Sex Offender Registry lists Ty Jarrid Cline as a registered sex offender in Tennessee. Police noted in the Fayette County criminal complaint that Cline is registered in Morgan County, Tennessee, and referenced prior unlawful-photography cases involving child victims.
Knox County, Tennessee court records show Cline pleaded guilty in 2017 to multiple counts of unlawful photographing in violation of privacy and unlawful photographing involving victims under age 13. Numerous other charges were dismissed as part of the case disposition.
A preliminary hearing is scheduled for Aug. 25 in Fayette County District Court.
