RICHMOND, Ky. (LEX 18) — Richmond police have arrested a man for failure to comply with the sex offender registry and registered sex offender public playground restrictions, according to the Richmond Register.

Officers were called to Irvine McDowell Park on Friday when reports that the man was there and watching kids play.

According to the arrest citation, police had gotten several complaints about Johnny Mullins, 74, being at the park. Police did not see Mullins at the park until Friday.

Police said that Mullins is a lifetime registrant of the sex offender registry, which means that he is restricted from going to any public park or school, according to the arrest ciation.

The Richmond Register reported that officers found him in his vehicle in the middle of the park, where there were multiple school sports teams practicing.

Mullins also told police that he was no longer at his registered address and had been staying in Richmond for a few days.
