Police: Parents arrested after children found in deplorable conditions

WINCHESTER, Ky. (LEX 18) — A Clark County couple is in jail after police say they found twin girls and their older sister living in unsanitary and unsafe conditions.

According to an arrest citation for Michael and Laura Wilburn, Winchester police were called to the house on Franklin Avenue to assist social workers. The officer stated that Laura Wilburn was outside the home and allowed the officers to inspect.

The officer wrote that he could smell the scent of urine outside the home. When he entered, he found the twins living in terrible conditions. Both girls smelled like the home. The officers observed that the oldest child had a cockroach on her shirt.

Inside, officers also found several animals and drug paraphernalia.

The children have been removed from the home. According to the arrest citation, the Wilburns have a similar history in Kentucky and Georgia. Both have been charged with second degree criminal abuse.
